Paul F. Nemitz is a visiting Professor of Law at the College of Europe in Bruges, where he teaches a postgraduate seminar on AI Law and Data Protection Law. He retired in 2025 as Principal Advisor and Director of the European Commission. He was the Director responsible for Fundamental Rights and Union Citizenship, the lead Director for the reform of the EU data protection legislation (GDPR) and the Whistleblower Directive, the follow-up of the revelations of Edward Snowden on mass surveillance, the negotiations of the EU-US Privacy Shield, and the EU Code of Conduct against Hate Speech on the internet. As Principal Advisor in the European Commission for strategic issues of Justice Policy and the Digital Transition, he covered key issues in the triangle between Technology, Democracy and the Rule of Law, on which he also published extensively, most recently "The Human Imperative – Power, Democracy and Freedom in the Age of Artificial Intelligence," Ethics Press, November 2023 (with Matthias Pfeffer).
Before joining DG Justice of the European Commission as Director and Principal Advisor, he held posts as agent of the Commission before the European Court of Justice in the Legal Service of the Commission, the Cabinet of Commissioner Nielson (Development Cooperation and Humanitarian Aid), and in the Directorates General for Trade, Transport and Maritime Affairs. He has broad experience as an agent of the Commission in litigation before the European Courts and has published extensively on EU law.
Mr. Nemitz is chair of the Arthur Langerman Foundation, Berlin, and Member of the Board or Trustee of a number of public interest foundations and associations, including None of Your Business (NOYB), Vienna, and the Leo Baeck Institute, New York. He is married, has two grown-up children, and lives in Rome.
